In 2017, PartnersGlobal and New-Rule entered into a strategic partnership to collaborate on rule of law and access to justice programming. Scott Carlson and Kyra Buchko, two principals of New-Rule, are well known within the Partners Network as seasoned rule of law experts with in-depth experience generating and implementing US Government projects. Together we pursue joint business development opportunities, strengthen each other’s work, and implement projects that reflect our shared commitment to democracy, good governance, and human rights.
With New-Rule, we are working to increase access to justice in Kano State Nigeria, revamping the Islands of Integrity framework for the Latin American context, and assisting transitional justice initiatives in various contexts around the world.
New-Rule LLC, established in 2013, is a licensed, woman-owned small business specializing in democracy and governance technical services. New-Rule experts are known for their ability to blend knowledge of human rights and information technology, and they have litigated at the European Court of Human Rights, introduced court video recording in Kazakhstan, participated in negotiations for the UN Convention on the Rights of Persons with Disabilities, and supported establishment of the Human Rights Commission in Bangladesh.
